I am going to assume that you are in the US. If not, this answer does not help much.
Please do not wave around Title IX and say that you have the right to a men's team. Title IX is great in theory. However, it says that men and women need to be treated evenly. There are probably an even number of men's and women's programs at your university. Title IX does not state that because there is a women's volleyball team, you have to be allowed to start a men's team. You will get the tight budget thrown back in your face very quickly when you bring that up. The other flaw is that it mentions federal funding. It your athletics department does not receive federal funding, they do not have to treat everyone evenly.
You do not need to start an NCAA men's team. Unless you are in California or the northeast, costs will be crazy.
You can start a club team that plays other university club teams in your area. There is a national organization of club teams called NIRSA that is now huge.
You can even start out with a USAV men's team or two. You can use the link below to help you start a team for USAV. It may be cheaper to play USAV in your area than travel to play other colleges and universities.
Colin is right. The women's coach will be a great place to start. Also, the men's intramural program would be a great place to get players if they have an intramural program.
